Datuk Dr Hj Rohaizat bin Hj Yon, medical doctor by profession is also a Public Health Specialist with Masters in Health Planning and Doctor of Philosophy (PhD) in Public Health majoring in Health Management, Health Economics and Casemix. He wrote more than 50 publications and has completed more than 70 health related presentations at national and international level. He authored the book on the development of health services in Malaysia existed during pre-independence, entitled ‘Health in Malaysia: Achievements and Challenges’. He also authored Health Economics book, in collaboration with Universiti Kebangsaan Malaysia (UKM), United Nation University (UNU) and Dewan Bahasa and Pustaka. It is the first book in Bahasa Malaysia that utilizes local data.

Apart from being a member of various professional associations at national and international level, he is actively involved in study and research activities. In collaboration with UNU & UKM he successfully developed costing software using local data (Clinical Costing Software Modelling) that has been used in Malaysia and overseas.

Having served the government for more than 29 years at various levels, he has extensive experience in various MOH hospitals in management position. He joined the Medical Development Division (1990-1996) and Planning and Development Division, Ministry of Health (1997-2008). During his 11 years in Planning and Development Division, he was a major contributor and influencer to the tasks related to the 7th to 9th Malaysia Plan, National Healthcare Financing, Healthcare Reform and National Health Plan.

Subsequently as a Senior Deputy Director of in the Medical Development Division of MOH, he is responsible for the planning of medical services and specialty services for the Nation. This includes the development of medical profession and career pathway starting from medical graduates to subspecialist, as well as hospital director and State Health Director. He has successfully produced incentive packages for medical officers and specialist to continue serving the government (retaining package) among others the creation of new allowances / improvement of existing allowances, better career opportunities (time-based promotion), stabilization of specialized services such as the increasing number of specialist and subspecialist. He also monitors the Continuing Professional Development training program for the Ministry of Health and Nationwide.

Since February 2017, he holds the position as the Director of Planning Division, responsible for the planning of national health plans, health facilities, eHealth, health data collection, and analysis & reporting, national health accounts and health system transformation. Just this week, he has been promoted to Deputy Director-General (Medical).

Shalani Andria is a Management Consultant serving healthcare clients at Frost & Sullivan. She has experience in monitoring and analyzing emerging trends, technologies, competitive landscape, government regulations and market behaviour in the healthcare industry. She has served healthcare clientele to develop and establish growth strategy, market entry, product innovation, corporate strategy, portfolio analysis, growth initiatives, non-linear service revenue models, technology partnerships, merger & acquisition as well as go to market strategy.

Shalani has an interest in the Digital Health markets; covering a broad range of markets and sectors, including Telehealth (Telemedicine, Remote Patient Monitoring, mHealth), Hospital Information Systems, Healthcare IoT, Clinical Information Systems, Artificial Intelligence, Predictive Analytics, Big Data, Smart Hospitals, Blockchain and Automation.

Prior to this, Shalani worked with Datacom Southeast Asia (KL), Microsoft (KL), Lotus Laboratory Sdn Bhd ( KL) and Pulley Ascent Pte Ltd (SG). She earned her Master of Science degree from the University of Malaya, MY

Heikal Rosnan is an analyst with BowerGroupAsia’s Malaysia office. He has a strong background in linking Malaysian government initiatives and policies with the corporate world.

Heikal joined BGA after working at a leading Malaysian corporation, which owns a group of companies operating in the manufacturing sector. Here, he led business development activities, focusing on strategic blueprints and cultivating partnerships for new business ventures. Additionally, he was involved in several corporate projects to separate the pharmaceutical division from the group and enable it to focus on a more robust growth strategy.

Prior to that, Heikal was a special assistant to a member of Parliament. In this role, he worked with public and private, international and local stakeholders to develop the constituency into a new regional oil and gas hub. Heikal covered a wide range of areas including healthcare, chemicals, pharmaceuticals, polymers and politics.

Heikal holds a master’s degree in advanced chemical engineering from The University of Birmingham in the United Kingdom.

Dr. Fazilah is presently the Senior Deputy Director of Planning Division, Ministry of Health Malaysia, a role she held since September 2017. Her responsibilities cover planning of Health Policies, Facility and eHealth. Prior to this, she was the Director of Telehealth Division from October 2016.

She has been with the Ministry of Health for over 25 years. A significant portion of her career has been in managing and coordinating new health facility development projects, mainly Hospital Information Systems, eHealth strategic planning, ICT project management and implementation. In her current capacity, she is responsible for eHealth collaborations domestically, regionally and at global levels. She has been engaged by WHO for eHealth expert consultations and eHealth missions. She has been recently appointed to the International Advisory Board of Commonwealth Digital Health Centre based in UK.

Dr. Fazilah holds an M.D. from the National University of Malaysia (1991) and an MBA from the University of Toledo, Ohio (1996). She is professionally certified in enterprise architecture (TOGAF 9.0) and in governance & management of enterprise IT (COBIT 5.0).

Linda is a specialist in the area of intellectual property and technology law with more than 20 years of experience and heads this practice group in the firm. She is widely experienced in IP litigation and disputes (involving all IP rights – patents, copyright, industrial designs, trademarks, trade secrets and confidential information) and has represented clients and successfully argued cases at all levels of the courts in Malaysia including at the apex Federal Court. She has additionally acted as a mediator in IP disputes.

Linda also has in-depth experience and know-how in managing and implementing anti-piracy and anti-counterfeiting programs for clients from diverse industries, ranging from luxury goods, liquor, food, pharmaceutical products to automobile parts and office consumables. She continues to actively prosecute cases of IP rights which are difficult to register and manages work relating to the prosecution to grant of IP rights on behalf of her clients.

Linda was admitted to practice in 1991 and started her legal career in Messrs Shearn Delamore & Co specializing in IP. She was recruited to join Messrs Tay & Partners in 1996 to start up its intellectual property practice. Over the years, Linda and her team successfully built up the IP practice there, where it was recognized as “undoubtedly a first choice for IP matters” (Chambers Asia Pacific) and “one of the best in the country” (Asia IP Profiles). In 2014, Linda joined the firm as
a partner, together with her IP team.

Based in Kuala Lumpur, Jasmine has held the role of Director of Legal, Corporate & Government Affairs since 2010, where she oversees corporate affairs, government relations and policy engagement as well as philanthropies for Microsoft businesses in Malaysia and the emerging markets.

Jasmine joined Microsoft with over 20 years of award-winning experience that uniquely straddles both legal/policy engagement and communications, that included leadership and regional stints at companies such as Dell Malaysia, the United Nations Development Program, the United Nations headquarters in New York as well as having been a corporate litigator.

Jasmine has broad educational qualifications having completed a double law degree at the International Islamic University in Kuala Lumpur. Jasmine then pursued post-graduate studies in both Law and Communications, in the UK.

Shaun Levine serves as MetLife’s Head of Government Relations Southeast Asia. In his position, Shaun manages and develops MetLife’s government engagement strategy for Southeast Asia and plays the lead role in building relationships with government officials, regulators, non-governmental organizations and US government agencies in the region. Shaun works closely with MetLife’s innovation center LumenLab and its Global Technology Office in developing the company’s policies regarding the growth of financial technology. He also assists MetLife’s global strategy teams to formulate market entry strategies and expansion planning in Southeast Asia.
In addition to his role at MetLife, Shaun serves as MetLife’s representative to the Chairman’s Council and as the Chair of the Malaysia Committee at the US ASEAN Business Council. He also serves as a member of the Government Relations, CSR and Membership Committees at the American Malaysian Chamber of Commerce.
Prior to joining MetLife, Shaun was a senior analyst in Eurasia Group’s Asia practice, where he focused on political and business trends in Southeast Asia with a particular focus on Indonesia and Malaysia. In this role, Shaun’s sector expertise included intimate knowledge on Indonesia’s and Malaysia’s natural resources sectors, financial systems and political networks. During his time at Eurasia Group, Shaun was considered one of the world’s leading experts on Indonesian and Malaysian politics.
Before Eurasia Group, Shaun was based in Jakarta and worked in Indonesian industry for over five years. He was the general manager of business development at Lippo Group, one of Indonesia's largest conglomerates, where he helped create the Jakarta Globe daily newspaper. He also worked for Van Zorge, Heffernan and Associates as a consultant, where he focused on oil, gas, and media strategies. Prior to joining VZH, Shaun worked as a Special Advisor to PT Media Nusa Pradana, a media company associated with the political party of Indonesian President Susilo Bambang Yudhoyono. As an independent consultant in Jakarta he specialized in foreign business formation and government relations strategy for investors.
Shaun has been featured as a columnist in several Indonesian language newspapers, including Jurnal Nasional, as well as a frequent contributor to the Financial Times’ Beyond Brics, and Foreign Policy’s “The Call.” He has served as a panelist for Singapore’s Channel News Asia and as a regular contributor to CNN, MSNBC, Bloomberg and multiple other media outlets.
Shaun earned his MA degree in Political Science with a graduate concentration in Southeast Asian Politics and his BA degree in Political Science from Northern Illinois University. He also attended Gadjah Madah University in Yogyakarta, Indonesia under the United States-Indonesia Society (USINDO) as well as University Sam Ratulangi in Manado under the Consortium for the Teaching of Indonesian and Malay (COTIM). He is fluent in both Indonesian and Malaysian and is currently studying Vietnamese.

With over 15 years of professional experience in both the healthcare and the corporate world, Dr Mah is currently the Director of Business Development & Corporate Communications at Sunway Medical Centre. Her portfolio includes both international and local business development, strategic management, marketing management, stakeholder management, PR, brand management, event management, and operational roles such as overseeing the Wellness
Centre, customer service, occupational health and commissioning of new hospitals and ambulatory care centres.

While dermatology and aesthetics were once her areas of expertise, she has a special interest and passion to develop healthcare services and to enter into hospital management and assisted-living. She is an advocate for charitable causes and have championed CSR in the organisations where she is part of. She supports organisations like PAWS, Beautiful Gate Foundation for the Disabled, MAKNA, St John’s, Medicins Sans Frontieres, Barnabas Fund and many more.

Graduated with a distinction and armed with a medical degree from India, Dr Mah went on to work in the UK and pursued her post-graduate Diploma in Dermatological Sciences as well as a Masters in Dermatology from the University of Cardiff. She also holds a Master of Business Administration from Victoria University, Melbourne, Australia.

Prof. Kenneth Lee is widely recognized as one of the pioneers in pharmacoeconomics and outcomes research in Asia focusing on comparative effectiveness research, health technology assessment and healthcare policy development. He has published extensively in peer-
reviewed international journals and has been author/editor of several textbook chapters. He has been the Editor-in-chief of the Journal of Medical Economics since 2006 and is serving on the editorial board of a number of international journals including Value in Health. He was also Adjunct Professor of School of Pharmacy, the CUHK; Honorary
Professor of School of Public Health, the University of Hong Kong; and visiting Professor of University of London School of Pharmacy.

Prof. Kenneth Lee has served in a number of positions in the International Society for Pharmacoeconomics and Outcomes Research (ISPOR). He was the major driving force and later a founding member of the first ISPOR regional consortium - ISPOR Asia Consortium
which was established in 2004. He served as president of the Consortium from 2006-2008. Before this, he also spearheaded and became the founding chair of the first ISPOR local chapter in Asia - ISPOR Hong Kong Chapter in 1999. He had been a member of the
organizing committee of several ISPOR Asia Pacific Conferences from 2004-2011. He had also taught in a number of ISPOR short courses. Currently he is one of the co-editors of Value in Health Regional Issue, an official publication of ISPOR. In May 2012, he was elected as a member of ISPOR Board of Directors for 2012-4. Prof Kenneth Lee is currently a committee member of the ISPOR, Avedis Donabedian Lifetime Achievement Award Committee (LAAC) for 2016-2020.

Before moving to Malaysia, he was Professor and Associate Director (External Affairs) of the Chinese University of Hong Kong (CUHK) School of Pharmacy where he was one of the founding members and had subsequently worked for 18 years. He was appointed as a Justice of the Peace by the government of Hong Kong in 2003 for his services to the community.

Prof Kenneth Lee received his pharmacy undergraduate training from the University of Washington in Seattle. His subsequent higher qualifications were from the CUHK and the University of Oxford, UK.

With a background in genetics and public health policy, Azrul has worked as a development and programme policy specialist for more than 19 years. He has extensive experience working on issues related to access to healthcare, reproductive health, HIV and AIDS, gender based violence, and humanitarian assistance.

Azrul is currently the Founder & Chief Executive Officer of the Galen Centre for Health and Social Policy. His previous functions have been with the Institute for Democracy and Economic Affairs (IDEAS); managing the humanitarian and emergency response programme at the International Planned Parenthood Federation (IPPF); UNAIDS HIV/AIDS Coordinator for Malaysia under the United Nations Development Programme (UNDP) and handling communications for the International Committee of the Red Cross (ICRC). Azrul has also been a technical consultant for the United Nations Children's Fund (UNICEF) and staff of the Malaysian AIDS Council. He is a writer and has been a columnist with two Malaysian publications, the Malay Mail and the China Press.

Senthil leads IQVIA’s efforts to provide clients with analytics-driven insights – fuelled by real-world research and healthcare data – to better inform healthcare decisions in Asia Pacific.

He has more than a dozen years’ clinical research leadership experience in Asia Pacific and China. He also has managed medical affairs activities in the region for oncology and rare disease therapeutic areas.

Prior to joining IQVIA, Senthil held leadership positions with companies such as Bayer Healthcare, Genzyme Sanofi and Novartis. With those companies he managed key oncology, haematology and rare disease brands in Asia, including Glivec, Afinitor, Exjade, Nexavar and Kogenate.

At IQVIA, Senthil has optimized the medical teams and expanded their support of business development. He has launched a new offering focusing on investigator-initiated clinical trials, called the IQVIA Academic Research Group.

He is an expert in devising Asia-focused drug development strategies and has led advisory boards and coordinated investigator-led studies for key compounds. Senthil is well-connected with key opinion leaders in Asia.

A Malaysian by birth, Senthil earned his MBBS, Medicine and Surgery, at the University of Malaya, Malaysia, and is a member of the Australasian College of Pathologists.
