In reference to the Cabinet decision on 17 June 2020, students who wish to leave the country for the purposes of continuing their studies are allowed without obtaining prior permission from the Malaysian Department of Immigration. Additionally, Malaysian citizens who have entered Malaysia during the MCO period and wish to leave the country for work or reside overseas are allowed provided they can produce evidentiary documents.

In conjunction with the recent announcement made by the Malaysian Government for expatriates to enter Malaysia without having to apply for permission, the entry permission for expatriates as announced are for the Employment Pass Category I (EP I) & Dependants, Residence Pass-Talent (RP-T) & Dependants, and Professional Visit Pass (PVP)

Following COVID-19 outbreak globally, Malaysia has closed its borders for foreigners under the Movement Control Order since 18 March 2020. The exceptions were for returning Malaysian, Diplomat, foreign spouse married to Malaysian, Permanent Resident and those who have obtained special approval/additional permission from the Director General of Malaysia Immigration Department.
