AMCHAM is delighted to confirm the new date and venue for the briefing by the Malaysian Investment Development Authority (MIDA), focusing on the types of support that the agency provides to foreign companies that have already invested in Malaysia.


The briefing will now take place on the morning of Thursday, 13 December 2018 from 9.00 a.m. – 11.00 a.m. at the Sheraton Imperial Kuala Lumpur on Jalan Sultan Ismail, and is strictly for members-only.


Senior management from the following divisions will provide overviews of their roles and functions:

(c) Licensing and Incentive Compliance and Monitoring Section

    S Siva

    Executive Director, Post Investment of MIDA

    A Business Administration graduate from the University of Malaya,
    Sivasuriyamoorthy Sundara Raja joined Malaysian Investment
    Development Authority (MIDA) in 1989 as an Assistant Director in the
    Food, Beverages and Chemical Division. Over the last 29 years he had
    served in the Strategic Planning and Policy Advocacy Division and
    Investment Promotion Division.

    Mr. Siva was posted to Germany twice to head MIDA’s office in
    Cologne (2006-2009) and Frankfurt (2013-2017). He was responsible to move MIDA’s office from Cologne to Frankfurt and to establish MIDA’s second office in Germany in Munich. As an overseas Director in
    Germany, Mr. Siva was responsible to attract foreign direct investments
    from Germany and the Benelux countries, namely Belgium, the
    Netherlands and Luxembourg.

    Throughout most of his 29 years career with MIDA, Mr. Siva was involved in various projects on Malaysia’s industrial development, such as the 2nd and 3rd Industrial Master Plans (IMP), 8th-10th Malaysia Plans, Economic Transformation Programme (ETP), Liberalisation of the
    Manufacturing Sector, formulation of investment incentives and
    policies under the Promotion of Investments Act (PIA) 1986 and
    Industrial Coordination Act (ICA) 1975, MIDA’s Computerised
    Information Systems (CIS), MIDA’s Empowerment as well as MIDA’s
    Restructuring exercise (2013). Mr. Siva was also responsible for the
    coordination of the Study on Exit Strategy for Foreign Labour Intensive
    Industries in Malaysia and the formulation of policies and guidelines for
    the Domestic Investment Strategic Fund (DISF) to accelerate the shift of Malaysian-owned companies in targeted industries to high value-
    added, high technology, knowledge-intensive and innovation-based industries.

    Mr. Siva was the Director of MIDA’s Incentive Coordination and
    Collaboration Office (ICCO) for the period November 2017-March 2018
    before being promoted to his current position as Executive Director.

    Muhammad Ghaddaffi Sardar Mohamed

    Deputy Director, Post Investment and Infrastructure Support Division of MIDA

    An Accounting graduate from the University of Malaya, Kuala Lumpur. Prior to joining MIDA, he worked with Ernst & Young, CIMB Bank and Permodalan Nasional Berhad (PNB).

    In 2007, he joined MIDA as an Assistant Director in the Building Technology & Lifestyle Division. In 2014, he was transferred to Post Investment and Infrastructure Support Division and was involved in liberalizing the energy policies for natural gas and electricity in Malaysia, particularly for the industrial sector. Currently, he is the Deputy Director in this division after 11 years in MIDA.
