On Wednesday, July 31, 2024, from 12.00 pm to 2.30 pm, AMCHAM will hold a dialogue session with Datuk Abdul Rasheed Ghaffour, Governor of Bank Negara Malaysia.


This dialogue is an opportunity for members to engage with the Governor directly in an open and friendly sharing session. We expect to exchange views on recent developments, discuss regulatory compliance frameworks, and to understand the facilitation of greater FDI and DDI to flourish within Malaysia's economy.


Seating will be limited so that we can have a vibrant exchange of ideas. Please reserve your seat(s) early to avoid disappointment.

    Vice Chair at JPMorgan Chase Bank

    Steve Clayton is Vice Chair Asia Pacific of J. P. Morgan Chase. He has been resident in Malaysia for 30 years and was previously CEO of J. P. Morgan Chase Bank Bhd before taking up his current regional role with the Bank in January, 2022.

    During his early days in investment banking Steve worked on several equity offerings out of Hong Kong on behalf of CLSA. In 1990 he was one of the early pioneers of the China "B" share market running execution teams for two of the first three issues out of Shenzhen.

    He moved from CLSA to start up Caspian Securities in 1995 and then onto Nomura International Malaysia in 1997 due to the closure of Caspian's international activities as a result of the Asian crisis. While at Nomura he focused more on debt issuance and pioneered the first ever collateralized loan obligation involving 25 underlying borrowers.

    In 2003 he left Nomura to join Barclays Capital Malaysia as Managing Director and CEO responsible for building BarCap's investment banking and sales & distribution business in Malaysia. During this time he worked on several debt offerings by the Government of Malaysia as well as local corporations. In addition he worked on some of the inaugural sub debt and Tier 1 offerings by local financial institutions.

    In 2011 he left Barcap to join J.P. Morgan to oversee all corporate and investment banking activities in Malaysia including those regulated under JPM Securities.

    Datuk Abdul Rasheed Ghaffour is the 10th Governor of Bank Negara Malaysia. He was appointed for a five-year term effective 1 July 2023. In his role as Governor, Rasheed also serves as the chair of the Bank’s Board of Directors, Monetary Policy Committee and Financial Stability Executive Committee.

    Rasheed joined the Bank in 1988 and has helmed various positions across the breadth of the Bank’s primary functions. These include monetary policy and economics, international reserves management and financial markets, financial sector development, and banking regulations. In 2016, he assumed the role of Deputy Governor.

    Rasheed has also played a leading role in driving the Bank’s advocacy efforts on economic affairs, including in the areas of social protection and labour market reforms. This includes to support and advise the Government on issues relating to the management of the pandemic. He also played key roles in the development and implementation of the Financial Sector Masterplan and Financial Sector Blueprints.

    At the international level, Rasheed has served and been a member of various international platforms, such as the Islamic Financial Services Board and Bank for International Settlements. He has also championed various efforts to strengthen regional financial integration and cooperation, such as the ASEAN Banking Integration Framework. Previously, he also served as the Alternate Executive Director of the Southeast Asia Voting Group Office of the International Monetary Fund.

    Rasheed attended St. John’s Institution in Kuala Lumpur, prior to obtaining his Bachelor of Economics from Universiti Malaya. Rasheed also holds a Masters of Business Administration from Saïd Business School, University of Oxford.

    Assistant Governor at Bank Negara Malaysia

    Iqbal was appointed Assistant Governor on 1 June 2024. As Assistant Governor, Iqbal will oversee the Investment Operations and Financial Market, and Foreign Exchange Policy departments.
    Iqbal joined BNM in 2002. He has served in various departments in BNM, including the Investment Operations and Financial Market Department, the Governor’s Office, the International Department and as Chief Representative at both Bank Negara Malaysia Representative Offices in New York and London.

    Iqbal holds a Master of Business Administration from the Massachusetts Institute of Technology, Master of Science in Wealth Management from Singapore Management University and a Master of Engineering from the University of Durham, United Kingdom. He is a Chartered Financial Analyst (CFA) charterholder and a Chartered Banker (CB) from the Asian Institute of Chartered Bankers (AICB).

    A career central banker, Fraziali Ismail was appointed as Assistant Governor on 1 November 2019. At present, he oversees matters related to monetary policy, economics and international surveillance, as well as strategic communications.

    Previously, Fraziali led the Bank’s financial regulation sector. His areas of responsibilities included financial surveillance, prudential regulations, consumer and market conduct, as well as payment services policies.

    Fraziali began his career at the Bank in the economics sector, progressing to assume the role of Director of the Monetary Policy Department and subsequently the Economics Department. In a career spanning more than two decades, he has been involved in several high-level Government policy and development committees. In this capacity, he shaped the design and advised on the formulation of key public policies, particularly to help Malaysia navigate through the Asian Financial Crisis (1997/98) and the Global Financial Crisis (2008/09). Under his various roles in the central bank, he has also authored and overseen the publication of working and research papers on the Malaysian economy, monetary policy and financial stability.

    At the international level, Fraziali sits on the ASEAN Taxonomy Board. He was previously on the Working Group on Banking Supervision of the Executives’ Meeting of East Asia Pacific Central Banks (EMEAP), Basel Consultative Group, and Project Dunbar (a BIS multi-CBDC project).
    Fraziali holds a Master’s degree in Economics from the London School of Economics and Political Science, and a Bachelor's degree in Economics and Accounting from the University of Bristol, United Kingdom.

    Antony Lee is the Chief Executive Officer of AIG Malaysia. Antony, a Malaysian citizen, has been in the insurance sector for over 21 years. Prior to this appointment, he was the CEO of AIG Vietnam from 2011 where his responsibilities included the development of a key growth country for AIG within the Asia Pacific region. He began his career at AIG in 2001 as VP of Business Development with AIG’s Software International JV based in Malaysia.

    Antony holds a Bachelor of Science Degree and a Diploma in Architecture from University College London and is also a graduate of AIG’s Executive Development Management program.

    He is currently the Chairman of the General Insurance Association of Malaysia (PIAM); the Malaysian Insurance Institute (MII) as well as the American Malaysian Chamber of Commerce (AMCHAM). He is also a director of the Ombudsman for Financial Services (OFS); Financial Industry Collective Outreach (FINCO) and Nicol David Organisation (NDO).

    Wan Saifulrizal Wan Ismail is a qualified actuary with more than 20 years of experience in the takaful and insurance industry with the regulator, insurance consulting company and direct life insurer. In his current role as the Chief Executive Officer, Wan Saifulrizal has the overall responsibility for driving the takaful business and overseeing the performance for Prudential BSN Takaful Berhad. He was awarded the Takaful CEO of The Year award by Global Islamic Finance Awards in 2022 and 2023.

    As Chief Marketing Officer of PruBSN (September 2017 - December 2019), Wan Saifulrizal oversees the company’s entire marketing and communications initiatives, and led product development efforts which gave birth to award-winning flagship products, PruBSN WarisanPlus and PruBSN AnugerahPlus. Wan Saifulrizal spearheaded the company’s regulatory compliance efforts for LIFE Framework and Reform Agenda. He further shapes the strategy behind the substantial user growth of Pulse by Prudential app, the first AI-powered health app of its kind in the region. Wan Saifulrizal is also the advisor for PruBSN’s charitable arm, PruBSN Prihatin, where he has ensured the successful implementation of PruBSN Microtakaful Jariyah programme.

    Wan Saifulrizal joined Prudential Assurance Malaysia Berhad in July 2015 as the Chief Strategy Officer to lead various strategic initiatives within the company including preparation for LIFE Framework, General Insurance strategy and implementation of new bancassurance model for one of the bancassurance partner.

    Prior to joining PAMB (from September 2011 to June 2015), Wan Saifulrizal was with Towers Watson to set up and grow the firm’s insurance consulting practice in Malaysia.

    Wan Saifulrizal graduated from the City University London with a Bachelor’s Degree in Actuarial Science.
