AMCHAM's Penang Dialogue 2024 is your gateway to exploring vital policies shaping Malaysia's role in the ever-evolving global semiconductor, electronics, and electrical (E&E) ecosystem. With the theme "Policies & Possibilities: Paving the Pathways for Growth," this year's dialogue focuses on the essential policies and frameworks that will elevate Malaysia's competitiveness to meet global standards. We are honored to have the Minister of Investment, Trade, and Industry, YB Senator Datuk Seri Utama Tengku Zafrul, and U.S. Ambassador to Malaysia, His Excellency Edgard D. Kagan join this year's dialogue.

This year's dialogue will focus on critical topics, including the global semiconductor value chain, protecting human capital and intellectual property, and the importance of supply chain transparency in the geopolitical landscape.


Panel discussions this year include:

  1. Moving Upstream: The Value Chain in Malaysia Today examines policies and developments that have helped the industry grow and be sustainable across all semiconductor and E&E value chain stages and what is needed for the future.
  2. Visible Assets, Invisible Risks: Navigating New Risks discusses the growing need to safeguard human capital and intellectual property.
  3. Strategic Imperatives of Due Diligence (Traceability) looks to highlight to attendees the increasing importance of supply chain transparency as ESG policies ripple thought supply chains and increasingly the impact of geo-political realities.

    Malaysia plays a vital role in the global semiconductor value chain, particularly in mid-to-lower-end activities like Outsourced Semiconductor Assembly and Testing (OSAT) and wafer fabrication. With the recent influx of investment in integrated circuit design parks and advanced wafer fabrication, Malaysia must capitalize on these developments at every stage of the value chain. Adequate structure and policies must be introduced through the National Semiconductor Strategy to sustain and accelerate this growth to capture the multiple layers of the semiconductor ecosystem.
