    Thomas Chang

    Senior Manager – U.S. Tax Services at Deloitte AP ICE, LTD

    Thomas is a member of the Asia Pacific International Core of Excellence (AP ICE), a group of senior tax professionals that provides international tax services to Asia Pacific-based companies investing abroad, as well as multinational companies investing in the region.

    Thomas has over 10 years of experience advising multinational corporations and private equity funds on US federal income tax aspects of mergers and acquisition (M&A) and cross border investments, as well as IPO structuring, corporate restructuring, US tax due diligence, and FATCA compliances.

    Before joining Deloitte APICE in Hong Kong, he worked in Los Angeles and Taipei specializing in US M&A tax, US international tax and Chinese inbound investment in the US. He was also a lawyer of a Chinese law firm where he focused his practice on venture capital and private equity fund formation.

    Hooi Beng is the International Tax Leader of Deloitte Malaysia. He has more than 20 years of experience in corporate and international tax.

    He has vast experience in advising multinational corporations on corporate structuring and restructuring, mergers and acquisitions, international offshore financial centres, business model optimization, tax treaties and cross-border taxation generally.

    Hooi Beng advised multinational companies on tax- efficiency from acquisition structure; on income tax, stamp duty and real property gain tax issues arising from merger and acquisition exercises; on application of the relevant tax incentives in Malaysia etc.

    In the recent times, he has advised various clients on OECD/G20 Base Erosion and Profit Shifting-related projects including the Global Minimum Tax.

He has more than 10 years of tax experience in providing tax advisory services for local and multi-national corporations in the manufacturing, services, real estate, oil and gas, financial institution, hotel, retail, telecommunication and information technology industry.

    He also has experience in advising clients on various cross-border tax issues, Labuan tax regime, stamp duty, real property gains tax as well as exchange control.

    Of late, he has advised various clients on OECD/G20 Base Erosion and Profit Shifting-related projects including the Global Minimum Tax.
