U.S. - Malaysia trade is increasing; as exports grow it is crucial to gain a better understanding of regulations that govern entry to the U.S. Join AMCHAM as we host the U.S. Customs and Border Protection's (CBP) Office of Trade Deputy Executive Assistant Commissioner John Leonard, Executive Director Eric Choy and Director Alex Amdur on 01 June for a special briefing. The delegation will share current and future CBP policies and programs and provide an opportunity for members to ask questions on various trade related topics of interest.


During their visit with government and private industry stakeholders, the delegation will be discussing forced labor, supply chain security and supply chain resiliency, trade fraud, information sharing, authorized economic operators/mutual recognition agreements, and explore opportunities to enhance the strong relationship between the U.S. and Malaysia in the areas of trade enforcement and facilitation.

    Alexander Amdur

    Director, AD/CVD Policy and Programs Division of U.S. Customs and Border Protection

    Alexander Amdur has over twenty years of experience working on international trade enforcement and facilitation issues in the U.S. government. He is currently the Director of CBP’s Antidumping and Countervailing Duty (AD/CVD) Policy and Programs Division. The AD/CVD Division is responsible for CBP’s national AD/CVD enforcement policy, and implementation and enforcement of trade remedies under Sections 201, 232, and 301. He has also held other positions in CBP’s Office of Trade and Field Operations. He is the recipient of the 2020 Office of Trade Executive Assistant Commissioner’s Team Agility Award, the 2017 Commissioner’s Trade and Facilitation Award, and the 2014 ICE Director’s DHS Partner Award.

    Prior to joining CBP in 2007, he worked at the International Trade Administration of the U.S. Department of Commerce. As a Foreign Commercial Service Officer, Mr. Amdur coordinated international business development initiatives for U.S. companies. In addition, at the Import Administration, Mr. Amdur led teams working on AD/CVD import investigations. He previously served as a Brookings Fellow with the Trade Subcommittee of the House Ways and Means Committee. Mr. Amdur has a BA in International Relations from Tufts University, and a Masters in Foreign Service from Georgetown University.

    Eric Choy serves as the Acting Executive Director for Trade Remedy and Law Enforcement in the Office of Trade at U.S. Customs and Border Protection, where he is responsible for threat assessment units, special investigations and enforcement programs focused on detecting, deterring, and disrupting illicit trade, with special emphasis on forced labor violations, evasion of special tariff cases, and civil penalties.

    Previously, Eric served as the Acting Deputy Assistant Secretary for Trade at the Department of Homeland Security responsible for policies and initiatives that enable the flow of legitimate trade, services, capital, and technology across our Nation’s borders to protect the economy and assure a fair, competitive, and safe trade environment.

    Eric joined the Department of Homeland Security in 2016, where he led the Chemical Sector Specific Agency in the National Protection and Programs Directorate. In this role, he oversaw the engagement with regulatory stakeholders and industry partners as part of the national effort to strengthen the security and resilience of the nation’s Chemical industry.

    Prior to his arrival at the Department, he served 23 years in the United States Army in numerous field and joint duty assignments in and outside of the Pentagon and around the world in Southwest Asia, Asia-Pacific, and North America.

    He received his Master of Arts from the United States Naval War College in Newport, R.I., and Master of Business Administration from the George Washington University in Washington, D.C.

    Deputy Executive Assistant Commissioner, Office of Trade at U.S. Customs and Border Protection

    Mr. John P. Leonard is the Deputy Executive Assistant Commissioner (DEAC) of Office of Trade, U.S. Customs and Border Protection (CBP). Mr. Leonard oversees a diverse portfolio of trade enforcement, security, and facilitation to enable legitimate trade, contribute to American economic prosperity, and protect against risks to public health and safety. His work ranges from enforcing over 500 U.S. trade laws, to overseeing 14 trade agreements, to directing CBP’s seven Priority Trade Issues in collaboration with 49 partner government agencies.

    Mr. Leonard previously served as the Executive Director for Trade Policy and Programs, Office of Trade until March 2021, leading CBP's strategic efforts on Intellectual Property Rights, textiles, import safety, and antidumping and countervailing duties, while also responsible for policy guidance on trade agreements, interagency collaboration and public-private partnerships. Mr. Leonard has implemented two revolutionary e-Commerce pilots that allow for instantaneous data collection on low-value shipments, established the U.S.-Mexico-Canada Agreement Center and modernized U.S. customs brokers policy.

    Mr. Leonard has over 30 years of experience at CBP and the former U.S. Customs Service, first beginning his career as an Import Specialist in Boston, Massachusetts, in 1989. Since then, he has worked in various leadership positions at CBP, from 2013 to 2017 as CBP Attaché to Singapore, and prior to this as the Area Port Director of San Francisco. As Area Port Director, he oversaw passenger operations at San Francisco International Airport (SFO) and cargo operations at the Oakland Seaport.

    Mr. Leonard holds a bachelor's degree from the University of Massachusetts at Amherst and a master's degree in International Commerce and Policy from George Mason University. He is a graduate of the Harvard University John F. Kennedy School Senior Executive Fellows program and a certified Project Management Professional (PMP®).
