Deborah Elms Founder & Executive Director of The Asian Trade Centre (ATC),Singapore Dr Deborah Elms is the Founder and Executive Director of the Asian Trade Centre (ATC). She is Vice Chair of the Advisory Board for the Asia Business Trade Association (ABTA), Co-Chair of the Trade Policy Committee of the Global Trade Professionals Alliance (GTPA), and also a senior fellow in the Singapore Ministry of Trade and Industry’s Trade Academy. Previously, Dr Elms was head of the Temasek Foundation Centre for Trade & Negotiations (TFCTN) and Senior Fellow of International Political Economy at the S. Rajaratnam School of International Studies at Nanyang Technological University, Singapore. Dr. Elms received a PhD in political science from the University of Washington, a MA in international relations from the University of Southern California, and bachelor’s degrees from Boston University. Shiumei Lin Vice President, Public Affairs & Sustainability at UPS Asia Pacific Region Shiumei Lin is Vice President for Public Affairs responsible for policy advocacy, issues management, public-sector collaboration, and sustainability in the Asia Pacific region. A strong believer that businesses cannot succeed in societies that fail, she leads a team of twelve government affairs professionals who together form UPS’s Asia Center of Excellence for Public Affairs. Shiumei is currently Chair of the Customs & Trade Facilitation Committee of the US ASEAN Business Council. She also serves on the boards of Green Freight Asia and Conference of the Asia Pacific Express Carriers (CAPEC). Shiumei is a trade and public policy practitioner with more than 20 years of experience. Prior to joining UPS in 2010, Ms. Lin worked at the Ministry of Trade & Industry and was a member of the APEC policy team during Singapore’s Chairmanship in 2009. She spent more than ten years working on US-Vietnam relations coordinating efforts to gain support for economic normalization in Washington, DC, while facilitating government to government understanding, and assisting US companies on the ground. While living in Hanoi in the late nineties, Ms. Lin designed technical assistance programs for Vietnamese ministries and advised on issues relating to the US-Vietnam Bilateral Trade Agreement and Vietnam’s WTO accession. She is a graduate of the Elliott School of International Affairs, George Washington University (Master of Arts) and the University of Colorado, Boulder (Bachelor of Arts).

Palacios is Sr. Managing Director, International Trade Policy for Intel Corporation, the world’s largest producer of semiconductors and a leading manufacturer of computer, networking and communications products. Based in Washington, D.C., he is responsible for Intel’s policy and advocacy related to legislative, regulatory and administrative developments in all areas relating to international trade, including, market access matters, worldwide export controls, customs, and trade facilitation. In this role, Mario is also responsible for managing a global team responsible for coordinating global advocacy efforts focused on reducing policy and regulatory barriers that may impact Intel’s global supply chain. He has delivered presentations at the World Trade Organization and World Customs Organization on topics ranging from multilateral free trade agreements, digital trade, and harmonized tariff schedule modernization. Prior to his current role, Mario served as Global Technology Compliance Manager in Intel’s Global Trade Group where he managed a team of trade compliance professionals who oversaw all export compliance programs covering a diverse portfolio of products and technology in support of Intel’s international network of research and development, manufacturing, and sales locations. Previously, Mario worked for the United Nations Department of Economic and Social Affairs in support of the U.N. Conference on Trade and Development (UNCTAD) and the Industrial Development Organization (UNIDO) where he advised on matters of trade facilitation, preferential trade agreements, market accessibility, computerized customs management systems, and supply chain. Mario graduated from the University of Southern California in Los Angeles, California, with a degree in economics and international relations. He also earned a master’s degree, in international economic policy from Columbia University in the City of New York. Mario is also a Licensed Customs Broker in the United States.

John Goyer Senior Director, Southeast Asia of U.S. Chamber of Commerce John Goyer joined the U.S. Chamber of Commerce in January 2012 as senior director of Southeast Asia. Goyer concentrates on developing and implementing the Chamber's ASEAN regional projects, as well as its bilateral programs with individual countries in the region. In addition, he is responsible for developing the Chamber’s Australia Working Group, its Myanmar outreach, and other initiatives. Before joining the Chamber, Goyer served as vice president of the Coalition of Service Industries (CSI), a U.S.-based membership association that promotes the liberalization of international trade and investment in services. He worked with the coalition's member companies and with U.S. trade negotiators to ensure that U.S. service industry international trade objectives were reflected in bilateral, regional, and multilateral trade agreements. He coordinated the Global Services Network, managed CSI’s annual Global Services summits, and was a member of the U.S. Government Industry Trade Advisory Committee (ITAC), advising the U.S. government on information technology, electronic commerce, and telecommunications issues in U.S. trade agreements. Earlier in this career, Goyer was senior director of the US-ASEAN Business Council, where he monitored and reported on major trade policy and political developments and trends impacting commercial interests in Southeast Asia, with a particular focus on ASEAN economic integration. He has organized numerous trade and investment promotion missions to Southeast Asia and other events highlighting opportunities in the region. Siobhan Das Chief Executive Officer at American Malaysian Chamber of Commerce (AMCHAM) Siobhan Das was promoted in January 2020 as the first Chief Executive Officer of the American Malaysian Chamber of Commerce (AMCHAM). Serving initially as the Chamber’s Executive Director from January 2016, Siobhan has not only taken the Chamber to greater heights but she has strengthened the Chamber's presence with critical stakeholders, driving stronger engagement with its members and developing a powerful voice for its various business communities. Siobhan assumed this newly created position at a very critical time for the Chamber leading it and its members through the global crisis of COVID-19. Insisting on a collaborative platform between the government and business stakeholders, under her guidance, the Chamber played a pivotal role in supporting businesses most impacted by the Malaysian government’s response. Siobhan positioned the Chamber so that it can support and effect policy changes that benefit not only AMCHAM Members, but other companies many of which support the U.S. business footprint in Malaysia.
